Participating in the working session on the part of the Delegation of the University of Agriculture and Forestry and the University of the Ryukyus were Prof. Dr. Akihiro Takemura, Vice Rector of the University of the Ryukyus, Japan; Associate Professor, PhD. Kenji Taima, Osaka University, Japan; Associate Professor, PhD. Nguyen Ngoc Phuoc, lecturer at the University of Agriculture and Forestry, Hue University.

On the side of Ha Long University, there was Dr. Hoang Thi Thu Giang �?Vice Principal of the School; Representatives of leaders of the Department of International Cooperation and Scientific Management, Center for Science, Technology and Personnel Training; Lecturers and students of the Faculty of Fisheries.

At the meeting, Ha Long University and the expert delegation from University of Agriculture and Forestry – Hue University and University of the Ryukyus – Japan discussed implementing research topics at Ha Long University and Quang Ninh province: (1) Develop marine life production technology by minimizing waste and land-based aquaculture systems; (2) Developing material circulation technology to integrate agriculture and aquaculture; (3) Power supply using 100% renewable energy; (4) Developing smart aquaculture on land using information technology. In addition, cooperation in student training exchanges will be promoted. Students of the Faculty of Fisheries can be sent to Japan for project training and receive scholarship funding from the Japanese government.

On the afternoon of October 29, 2023, Mr. Tsutomu Takebe (Special Advisor to Japan – Vietnam Parliamentary Friendship Alliance and of Ha Long University) and the working delegation had a visit and worked at Ha Long University.

The working program focused on discussing and unifying the program of the Launching Ceremony of the Japanese Language and Culture Center under the Faculty of Foreign Languages. It is expected that the ceremony will take place at 9:00 a.m. on November 18, 2023, at the Central Lecture Hall, the University of Ha Long. Attending the program will be the representatives of Quang Ninh province leaders; the Representative of the Japanese Embassy in Vietnam, Mr. Takebe Tsutomu – Special Advisor to the Japan-Vietnam Parliamentary Friendship Alliance; the university’s leaders, representatives from offices and centers, lecturers and students of the Japanese Departments at Ha Long University; and a large number of guests from Japanese businesses, universities, and research institutes.

On the morning of October 18, 2023, Ha Long University held a farewell ceremony for Japanese language volunteer – Ms. Kanda – from the JICA Organization finishing her working term at Ha Long University.

Attending the program were Dr. Phan Thi Hue – Vice Principal of the University, Representative of the Department of International Cooperation and Scientific Management, Faculty of Foreign Languages, Japanese language Department, along with lectures and Japanese-majored students.

Ms. Kanda is a Japanese volunteer recommended by Jica organization for a two-year term, from October 2021 to October 2023. Her colleagues and Japanese-majored students highly appreciate her enthusiasm and friendliness towards students in teaching and other cultural exchange activities.

Speaking at the ceremony, Dr. Phan Thi Hue highly appreciated the Ms. Kanda’s contribution not only in teaching Japanese but also in actively participating in the activities of the Japanese Club, supporting students to learn Japanese culture, and congratulated her on completing her two-year term.

On this occasion, Ms. Kanda expressed her feelings about Ha Long University with many beautiful memories, the warmth and friendliness of the lectures and students, and the studiousness of Japanese-majored students along with unforgettable impressions of the land and people of Quang Ninh with unique cultural features, such as Yen Tu relics and Ha Long Bay.

Reporter from Sentonaikai Television (Japan) reports on volunteer activities of Jica organization at Ha Long University.

On October 19 and 20, 2023, reporter Nakamura Yasuto (Japanese nationality, HC number: TS1743860) of Sentonaikai Television (Japan) came to Ha Long University to report on the activities of Japanese Overseas Cooperation Program in Vietnam (JOCV).

The report focuses on some content about Ms. Kanda’s teaching and cultural exchange activities, a Japanese volunteer of the Jica organization during the 2021-2023 working term at the University of Ha Long. It also recorded images of the teaching and learning of lecturers and students of the Japanese Department, along with beautiful scenes of the University on the banks of the world’s natural heritage Ha Long Bay.

At the meeting, Ha Long University and the Counselor of the Australian Embassy discussed potential cooperation contents between the University and Australian partners, including student exchange programs, summer camps for students, inviting Australian lecturers, short-term training courses for Ha Long University lecturers, training cooperation in tourism, languages, and logistics, etc. It is expected that the meeting will open Australian educational projects at Ha Long University in the near future.

On the morning of October 5, 2023, Ha Long University welcomed Mr. Takebe Tsutomu – Special Advisor to the Japan-Vietnam Parliamentary Friendship Alliance and the Delegation to visit and work at the university.

At the meeting, Mr. Takebe Tsutomu and the University’s leaders discussed promoting the project to establish a Japanese Language and Culture Center at Ha Long University, coordinating to organize a Japanese tourism promotion event – Hokkaido Festival in Ha Long expected to be held in November 2023, and deploying cooperation contents according to the MOU between Ha Long University and TOA Soken Organization.

Hopefully, with the help from Mr. Takebe Tsutomu and his colleagues, Ha Long University will soon become a top-quality Japanese language training center in the North, enhancing university’s training fields in culture, tourism, and foreign languages, and at the same time fulfill the task of training the high-quality workforce for the province and the whole country.

Performance by Laotian students in course 11

From 2012 to 2022, Ha Long University carried out political tasks assigned by Quang Ninh province by organizing 10 Vietnamese language training courses for foreigners and awarding essential Vietnamese certificates to 433 international students from three provinces in Northern Laos (Hua Phan, Xaynhabuly, and Luongphabang). At the beginning (2012 – 2014) and in recent years, some Laotian agency, department, and branch officials were sent to Quang Ninh to study at Ha Long University’s Vietnamese classes for Laotians. They were aged 24 to 31 when they were sent to Quang Ninh to study. The remainder were mostly recent high school graduates.

With the achievements and experience gained from ten years of teaching the Vietnamese language to Laotian, Japanese, and Chinese students, Ha Long University was officially approved by the Ministry of Education and Training to organize the test of assessment and certification of Vietnamese language proficiency for foreigners in the 2022-2023 academic year. This certificate is valid nationwide. This is a crucial milestone in Ha Long University’s Vietnamese language training for foreigners.

The number of Laotian students granted scholarships by Quang Ninh province to study Vietnamese and other majors at colleges and universities doubled between the 2022-2023 academic year. Specifically, the 11th Vietnamese language training course had 108 international students from three provinces in Northern Laos. During their ten months of study in Vietnamese at Ha Long University, Laotian students received all preferential regimes prescribed by Quang Ninh province, most notably an additional 50% living expenses along with the support stipulated in Provincial People’s Council Resolution No. 10 dated December 9, 2022. In addition, Ha Long University always supports both material and spiritual aspects, chooses a team of experienced lecturers to teach and lead training classes for Laotian students, and improves the quality of training.

Based on the results of the Vietnamese Language Proficiency Test, which took place from August 14 to 16, Ha Long University awarded Vietnamese certificates to 100 Laotian students in the 11th course in 2023. According to the Vietnamese language competency framework for foreigners, one student reached level 6 (the highest level), 55 students reached level 5, 29 students reached level 4, and the rest reached level 3 and level 2. With the Vietnamese certificate granted by Ha Long University, Laotian students are eligible to study at colleges and universities in Quang Ninh province.

On this occasion, Ha Long University also granted Vietnamese language certificates to 20 Laotian students from Oudomxay province who were trained in Vietnamese at Hoa Lu University (Ninh Binh). Previously, they had registered to participate in and pass the Vietnamese Language Proficiency Test organized by Ha Long University.

Attending the meeting, at the side of Sunchon National University, there were Mr. Lee Byung Woon – Rector; Mr. Shin Jeong Shin �?Head of the International Cooperation Department; Mr. Kim Won Jung – Director of the Library Center; Mr. Bae Chang Hyu – Professor of Agriculture; Mr. Kim Jong Cheol �?Assistant Principal, and Ms. Kang Hae Yung �?Specialist of International Cooperation Department.

On the side of Ha Long University, there were Dr. Nguyen Duc Tiep (Rector), Dr. Phan Thi Hue (Vice Rector), and representatives of leading units of the Office of International Cooperation and Scientific Management, the Office of Academic Inspection, Faculty of Foreign languages,  and lecturers of Korean Language Department.

At the meeting, Dr. Nguyen Duc Tiep, Rector of Ha Long University, expressed his pleasure in welcoming the delegation of Sunchon National University to visit and work at the University. The Rector introduced to the delegation the process of establishment, and development as well as the fields of training, scientific research, and cooperation network of Ha Long University.

At the meeting, representatives of Ha Long University and Sunchon National University exchanged and discussed the student exchange program, combining local internships, a dual degree training program, a 3 + 2 training model (three years studying at Ha Long University and two years studying at Sunchon National University), the research programs in different topics such as Smart Farm (Smart farm), aerospace, cultural content development, animation, support in compiling teaching materials for Korean Studies, which are suitable for Vietnamese students, coordinating in the development of Scientific Journal of Ha Long University and coordinating in the “Global 30” Project of the Korean Ministry of Education. In addition, other cooperation contents in science and education will take place based on sincere and goodwill exchange between the two universities to maximize resources for students, support research activities for students and lecturers, and build prestige for international cooperation activities between the two universities.

This is the largest graduation ceremony since the establishment of the University, held at the Provincial Conference Center and attended and congratulated by the provincial leaders, international guests and distinguished guests. All of which show the continuous development of Ha Long University in terms of size and position.

In 2023, Ha Long University has 619 eligible students to graduate in 11 disciplines, including: Computer Science, English Language, Chinese Language, Japanese Language, Korean Language,Management of tourism and travel services, Hotel management, Restaurant and food service management, Cultural management, Aquaculture, Natural resources and environment management. The grading results include: 09 students got the Excellent Degree, 74 students got the Very good Degree, 381 students got the Good Degree. Many students have been contracted to work with agencies and businesses in Quang Ninh and other parts of the country before and right after graduation.

At the Graduation Ceremony, Dr. Nguyen Duc Tiep (Rector of the University) congratulated the new graduates for overcoming challenges to complete the course successfully. These are testaments of their determination and unceasing efforts during their study time at Ha Long University. In addition, there is the concern of the family, the dedication and enthusiasm of the teachers, the facilitation of agencies and businesses, and the support of the regime and policies of Quang Ninh province. The Rector believes that the students would take advantage of the knowledge they had accumulated during the study time to realize their dreams. He also hopes that new bachelors will always cherish the values ​​that Ha Long University has brought, believe in themselves, use these values to develop themselves and contribute to the country’s development.

Delivering a speech at the Ceremony, Ms. Nguyen Thi Hanh (Vice Chairman of the People’s Committee of Quang Ninh Province) congratulated the new graduates. She acknowledged the contributions and achievements that the teachers and students of the University have achieved in recent years. On behalf of the provincial leaders, she suggested that Ha Long University’s cadres, lecturers, and employees continue to perform essential tasks such as improving the quality of teaching, professional capacity, and foreign language ability. By 2025, the University aims to have at least 25% of lecturers with doctorate degrees, continues to improve the quality of training programs associated with the practical requirements of society, promotes the training model with close cooperation between the University – Scientists – Entrepreneurs, actively researches to open training programs that the province is in dire need of. From 2025 to 2030, the scale of training systems will reach about 10,000 students. Therefore, it is necessary to improve the quality of governance, which focuses on improving the management and administration capacity of the leaders while promoting digital transformation and soon building Ha Long University into a digital University. Besides, the University should effectively implement international cooperation programs in training activities, scientific research, and exchange of lecturers and students, taking advantage of the advice and support of Special Advisor Takebe Tsutomu and other partners to establish and open the Japanese Language Center on October 13, 2023. Also, she emphasized that keeping up the tradition, building the school’s collective unity, dynamism, and creativity, and implementing the motto and direction of the province, with actions that are the “5 truths” (thinking the truth, speaking the truth, doing truly, and having true effectivity, and people benefit truthfully), and “6 dares” (dare to face difficulties – challenge, dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate) are the goals that we need to accomplish.

At the ceremony, the University rewarded typical graduates, who achieved excellent results in the whole course and held a graduation ceremony for all 619 graduates in 2023.

In particular, Jazz artist Keiko Borjeson (Japan), who holds a music degree in Tokyo, Italy, and the USA, participated in the event to celebrate the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan and the 50th anniversary of the relationship between Vietnam and Japan. At the ceremony, she performed “Koibito Yo” and “We are the World”. The performance was one of the highlights, attracting the cheers of delegates, distinguished guests, parents, and new graduates.

Speaking at the ceremony, on behalf of more than 600 new bachelors,  Pham Thu Uyen (class of Tourism and Travel Services K5) expressed deep gratitude to the  Board of Directors, the functional offices, and especially the teachers who had accompanied her throughout the campus life. At the same time, she also showed gratitude to the People’s Council of Quang Ninh province, the businesses that have developed policies to support students during their studies and internships. Graduating students in 2023, she wishes the University of Ha Long to thrive and continue to become a high-quality human resource training base for the region and the whole country.

As a special advisor to the Japan-Vietnam Friendship Parliamentary Alliance and a special adviser to Ha Long University, Mr. Takebe Tsutomu affirmed that he would vigorously promote Japan-Vietnam exchanges through language learning; enhance strengths in culture, tourism, and foreign languages of Ha Long University with the slogan “When it comes to Japanese, Ha Long University must be mentioned.”. Mr. Takebe Tsutomu advised on the proposal to announce the establishment of the Center of Japanese Language and Culture under the Faculty of Foreign Languages, which is expected to be implemented in November 2023. This will be a crucial event in the series of events of the Hokkaido Festival in Ha Long City, Quang Ninh. Besides, Mr. Takabe Tsutomu also hoped that the Japan tourism promotion event – the Hokkaido  Festival, which is scheduled to be held in November 2023, would contribute to the promotion of Japanese culture and become a symbol of Vietnam �?Japan relations.

On February 28, 2023, the external assessment team completed the site visit of 07 training programs and agreed to propose that all 07 training programs be of meeting education quality standard of the Ministry of Education and Training.

On April 13, 2023, at the meeting of the Council of Education Quality Accreditation in Vinh (Nghe An), the university’s staff team has performed very well in answering the questions of the Council, and successfully defended the results of the accreditation of 07 training programs creating a good impression and spreading a beautiful image about a rising university.

Result: 07 training programs of Ha Long University accredited in this school year were unanimously approved by the Council of Education Quality Accreditation with the highest scores compared to other universities that were evaluated in the same period. If calculating the average score of the first 5 criteria (from  1 to 5), we rank second. However, calculating the average score 11 criteria, we rank first.

With the successful accreditation of 10/10 training programs eligible for accreditation, Ha Long University is one of the few universities nationwide to complete the accreditation of 100% of training programs.

 In his speech at the event, Dr. Nguyen Duc Tiep, Rector of The University of Ha Long affirmed: “The organization of the University-Employer Cooperation Forum and Job Fair is a meaningful and focusing activity which helps training institutions to connect sustainably with employers. In addition, it acts as a bridge between students and employers and creates opportunities for students to interact and express themselves. This is also an opportunity for the participants of companies and businesses to promote their image and activities to students, especially to select and recruit excellent and capable candidates.”.

With that practical meaning, the University-Employer Cooperation Forum and Job Day 2023 attracted the participation of 68 recruitment agencies (an increase of 24 units compared to 2022), bringing thousands of attractive job positions, with a focus on foreign languages, culture, tourism, technology, fisheries, environment and teaching, etc.

In particular, the event gathered more than 2,000 turns of students and workers inside and outside the university. It shows that the Job fair is spreading around the region and the recruitment object is not only the students but also for everyone who needs to find a suitable job for themselves.

Notably, at the School-Employer Cooperation Forum and Job Day 2023, businesses directly awarded recruitment contracts to students with excellent internship results, creating motivation for students to strive in training and learning, which also helps to affirm the position and prestige of Ha Long University.

 After nine years of establishment, with the province’s attention, the coordination of departments, branches, units, organizations, and the companion of businesses, Ha Long University has made solid development steps, especially in training.  The university is increasingly expanding, and the training quality is constantly improving.

 In 2023, the university offer enrolment in  three master programmes, 17 university majors, six college and five intermediate ones, with about 6,000 students studying. The university’s objective is by 2030 it will have become one of the most prestigious application-oriented higher education institutions in the region and Vietnam.
