At noon on May 9, 2023, Mr. Takebe Tsutomu - Special Advisor of the Japan-Vietnam Friendship Parliamentary Alliance, delegate of the Japanese Embassy in Vietnam and TOA Research Institute - Japan Public Fund had a visit and worked at Ha Long University campus 1 (Uong Bi City, Quang Ninh province). At the meeting, the delegates discussed with the representative of the University Board establishing the Center for Japanese Language and Culture and cooperating in organizing the Hokkaido Festival in Ha Long.

Attending the meeting, on the side of the delegates, there were: Mr. Takebe Tsutomu – Special Advisor of the Japan – Vietnam Friendship Parliamentary Alliance, Special Advisor of Ha Long University, Mr. Watanabe Shige – Deputy Ambassador, Mr. Kimiyo Miki – First Secretary, Mr. Uyama Shigeo – CEO of TOA Group, Mr. Kokubo Takuya – General Director of TOA Global Association Co., Ltd., and Mr. Doan Van Trung – Mr. Takebe’s assistant and translator.
Welcoming the delegates, on the side of Ha Long University, there were: Dr. Nguyen Duc Tiep – Rector of the University of Ha Long, Dr. Phan Thi Hue – Vice Rector of the University, Dr. Hoang Thi Thu Giang – Vice Rector of the University, and representatives of the following units: Department of Administrative Organization, Department of Training, Department of International Cooperation and Scientific Management, Faculty of Foreign Languages and Japanese Language Department.

As a special advisor to the Japan-Vietnam Friendship Parliamentary Alliance and a special adviser to Ha Long University, Mr. Takebe Tsutomu affirmed that he would vigorously promote Japan-Vietnam exchanges through language learning; enhance strengths in culture, tourism, and foreign languages of Ha Long University with the slogan “When it comes to Japanese, Ha Long University must be mentioned.”. Mr. Takebe Tsutomu advised on the proposal to announce the establishment of the Center of Japanese Language and Culture under the Faculty of Foreign Languages, which is expected to be implemented in November 2023. This will be a crucial event in the series of events of the Hokkaido Festival in Ha Long City, Quang Ninh. Besides, Mr. Takabe Tsutomu also hoped that the Japan tourism promotion event – the Hokkaido Festival, which is scheduled to be held in November 2023, would contribute to the promotion of Japanese culture and become a symbol of Vietnam – Japan relations.

At the meeting, Dr. Nguyen Duc Tiep – Rector of the University, emphasized that with the help of Mr. Takebe Tsutomu, Ha Long University will be able to approach the advanced education and training environment of Japan, gradually affirm the position of the school, and at the same time fulfill the task of training the high-quality workforce for the province and the whole country.
